Florida laws on cell-cultivated and plant-based meat

These Florida laws are on our Meat Laws page, which lists only laws we could check against an official state source or court record. Laws change and some are in court, so check the source for the latest.

Cell-cultivated sales ban or pause

Bans making for sale, selling or distributing cultivated meat.

Status (Oct. 2026): In effect. Challenged in court: in March 2026 a federal appeals court let the ban stand while the case continues, and a separate claim is still pending.

Source: Fla. Stat. § 500.452; 11th Cir. No. 24-13640

Plant-based labeling law

Requires rules against selling plant-based products mislabeled as meat or poultry.

Status (Oct. 2026): Not in effect: it starts only if 11 of 14 named Southern states pass similar labeling laws.

Source: Fla. Stat. § 500.93

Does Florida run its own meat inspection program?

No state program. Florida isn't on USDA FSIS's list of states that run their own meat and poultry inspection program, so meat and poultry plants in Florida that need inspection are inspected by FSIS, the federal agency. (USDA FSIS list of state inspection programs)

Either way, plants under federal inspection can sell anywhere in the U.S., and custom-exempt meat processed for an owner's own household is marked "Not for Sale." On a package, a USDA mark of inspection with an establishment number means federal inspection, and a state mark means state inspection. See what to look for on a package.
